Duties Description Under the direction of an Information Technology Specialist 4, SG25, within the Dedicated Support Division, Public Safety Burea/Section, the Business System Analyst 2 will participate in the development and support of mission critical, public safety applications that are utilized by state, local, and federal law enforcement and first responders. Incumbents will be responsible for developing a thorough understanding of the functionality of applications within their assigned business area and participating in all phases of the system development lifecycle in the areas of system analysis and design, system testing and quality assurance, business and technical documentation, and business and technical support. Duties include, but are not limited to:• Develop business expertise to understand the business needs of the user.• Participate in the analysis and feasibility studies for new user requests.• Elicit and document business and system requirements.• Assist with the design and documentation of system process flows, data flows, and user interfaces.• Develop business and system use cases.• Provide first line of support for all applications maintained by the Public Safety Portfolio.• Investigate and resolve user reported production issues.• Assist in the development of test plans and execution of test cases to validate business requirements.• Identify and create test data using SQL queries.• Perform system and regression testing using HP ALM.• Assist in identification and management of defects using HP ALM.• Coordinate user acceptance testing efforts.• Run ad hoc report and data extracts using SQL/PL SQL.

Minimum Qualifications NOTE: This title is part of the New York Hiring for Emergency Limited Placement Statewide Program (NYHELPS). For the duration of the NY HELPS Program, this title may be filled via a non-competitive appointment, which means no examination is required but all candidates must meet the minimum qualifications of the title for which they apply.At a future date, it is expected employees hired under NY HELPS will have their non-competitive employment status converted to competitive status, without having to compete in an examination. Employees will then be afforded with all of the same rights and privileges of competitive class employees of New York State. While serving permanently in an NY HELPS title, employees may take part in any promotion examination for which they are qualified.Minimum Qualifications:Seven (7) years* of business analysis experience including: using business analysis techniques to elicit requirements as the foundation for the solution to the organizations business needs; using business analysis techniques for the purpose of identifying solutions aimed at improving the efficiency and effectiveness of the system, business process, or; describing in a comprehensive written document what the system, process, or product service must do in order to satisfy the established business requirement; this includes creating, updating, and maintaining documentation through the system development life cycle; validating requirements throughout the product or system development life cycle (SDLC) including all changes to the processes that would enable an organization to achieve its goals; or verifying requirements throughout the product/SDLC to ensure they perform to the required specifications and are capable of achieving the design capabilities; this includes developing test plans and logical designs, testing the scenarios, reviewing test results, identifying constraints and risks, or communicating with stakeholders.SUBSTITUTIONS:• An associate degree may substitute for two years of experience• A bachelor’s degree may substitute for four years of experience• A master’s degree may substitute for five years of experience• A doctorate may substitute for six years of experience.Promotion: One (1) year of permanent, contingent permanent, or 55b/c service as a Business Systems Analyst 1.Reinstatement: If you previously served in this title or in a title otherwise transferable to this title, you may be reinstated pursuant to Civil Service Law. If you left state service less than one year ago, the reinstatement request from a state agency will usually be approved by the Department of Civil Service. If you left state service more than one year ago, the reinstatement must also be approved by the Civil Service Commission.55b/c Appointment: This position is eligible for 55b/c designation and candidates with 55b/c eligibility are encouraged to apply. Candidates must possess the minimum qualifications and a current 55b/c eligibility letter. For 55 b/consideration, candidates must satisfy at least one of the Open Competitive qualifications.

Additional Comments ITS will not offer permanent employment to any candidate unless the candidate provides documentation that they are authorized to accept work in the United States on a permanent basis. At this time, agencies may recruit and hire employees by making temporary appointments. In May 2024, if a temporary NY HELPS employee is satisfactorily performing in the position, the appointment will be changed from temporary pending Civil Service Commission Action to permanent non-competitive and the official probationary period will begin.At a future date (within one year of permanent appointment), it is expected employees hired under NY HELPS will have their non-competitive employment status converted to competitive status, without having to compete in an examination. Employees will then be afforded with all of the same rights and privileges of competitive class employees of New York State.
