    Position Objective: Provide services as an Ethics Program Analyst in support of the overall functions of the Clinical Center (CC) within the National Institutes of Health (NIH). Under this task order, the contractor will independently provide support services to satisfy the overall operational objectives of the National Institutes of Health, Clinical Center. The primary objective is to provide services and deliverables through performance of support services.

    Duties and Responsibilities:

    + Set up and format spreadsheets to analyze information . 1

    + Coordinate the preparation of a variety of items such as travel requests, professional service orders, requests for sponsored travel Form 348, outside activities Form 520,official duty memoranda, training requests, individual mass mailings, correspondence, reports and various forms. 2

    + Gather and analyze information about processes and programs; prepare reports, letters, and other documents for review and input for programs, policies, and activities. 3

    + Coordinate the printing and conversion of paper documents to electronic files Develop, maintain and utilize various administrative databases.

    + Compile data and create and maintain PowerPoint presentations for presentation utilizing computer programs Provide support with timekeeping duties.

    + Design and coordinate systems for communications among staff to facilitate the efficient flow of information relating to projects and program activities.

    + Maintain branch file systems for correspondence and projects .

    + Read outgoing correspondence for executive levels approval and alert writers to any conflict with the file or departure from policies or executive levels viewpoints; make recommendations to resolve problems that arise.

    + Review documents for completeness and accuracy of submission .

    + Conduct initial technical and or conflict reviews on the ethics documents and requests Document and report findings to Office Director and Ethics Specialists.

    + Communicate with staff and or employee to obtain background information.

    + Use various tracking systems, e g, EMIS and NEES to routinely track ethics actions and to provide reports Adhere to internal process for receipt and proper routing of forms.

    + Perform electronic and paper filing of all forms and documents.

    + Maintain accurate records of phone and e-mail communications with employees and office staff in resolving issues problems.

    + Answer inquiries and questions pertinent to submissions as well as general information regarding these matters.

    + Draft edit official written correspondence from CC Ethics Office to CC employees.

    + Provide guidance to office staff on administrative policies and procedures Work with staff on maintaining office records in both paper and electronic form.

    + Maintain Office documents, adhering to NIH policies for record retention and purging .

    + Communicate with employees to explain Ethics information to CC employees and respond to Ethics questions and issues .

    + Maintain current knowledge of ethics statutes, regulations, legal decisions, policies and procedures and their relationship to the functions of the Office .

    + Participate in regular status meetings with Director, Ethics Office and other ethics staff .

    + Summarize the content of incoming materials, specially gathered information, or meetings to assist executive; coordinate the new information with background office sources; draw attention to important parts or conflicts.

    + Compose correspondence requiring some understanding of technical matters within the program.

    + Work with staff to prepare for program audit of ethics policies, procedures and implementation of the relevant regulations; update electronic and paper files; complete pre-audit questionnaires in preparation for entrance conference.

    + Use various tracking systems, e. g., EMIS and NEES to routinely track ethics actions and to provide reports.

    + Gather and analyze information about processes and programs; prepare reports, letters, and other documents for review and input for programs, policies, and activities.

    + Utilize Ethics Office databases and resources to develop and run reports to identify potential risks and to develop mitigation plans.

    + Conduct first level review and analysis of all requests for outside and official duty activities, and other actions submitted for ethics review and clearance.

    + Manage orientation/training for Ethics-related matters for new Program Support Staff, including initial contact email with links to important Ethics-related information, quarterly Lunch and Learn with Ethics presentations, and ongoing communications and updates as needed for changes to guidance/policies and/or procedures.

    + Conduct analyses and prepare reports on ethics considerations; recommend policy or procedural changes as appropriate.

    + Develop, implement and maintain accessible administrative filing systems.

    + Analyze background information; communicate with staff and/or employee to obtain background information.

    + Draft standard operating procedures.

    + Conduct first level review and analysis of all requests for outside and official duty activities, and other actions submitted for ethics review and clearance.

    + Schedule Ethics training sessions for employees.

    + Work with staff to translate requirements and directives into standard operating procedures (SOPs).

    + Communicate with employees regarding explanation of Ethics information to staff; respond to Ethics questions and issues.

    + Work products and documents related to setting up and formatting spreadsheets; prepare documents; gather and analyze information; coordinate the printing and conversion of paper documents. - Ad-Hoc

    + Work products and documents related to developing, maintaining and utilizing administrative databases; compile data; create and maintain PowerPoint presentations; format and submit summaries for yearly grant reviews. - Ad-Hoc

    + Work products and documents related to updating and maintaining calendars; coordinate meetings, workshops and courses; schedule conference rooms; maintain office records; track, record and direct manuscripts to reviewers; maintain branch filing systems. - Ad-Hoc

    + Work products and documents related to noting commitments and arranging for staff implementation; establish appointment priorities; read outgoing correspondence; make recommendations to resolve problems that arise. - Ad-Hoc

    + Work products and documents related to addressing requests for action or information; summarize incoming materials; coordinate new information; compose correspondence. - Ad- Hoc

    Basic Qualifications:

    + Master’s degree in Health Administration.

    + Skilled in MS Office.

    + Knowledge of ethical procedures.

    Minimum Qualifications:

    + Ability to multi-task and pay close attention to detail.

    + Excellent analytical, organizational and time management skills.

    + Strong communication skills, both oral and written.
