* _PURPOSE OF THE JOB_* The Laboratory and Testing Analyst under the direction of theLaboratory and Testing Managerwill ensure licensed marijuana establishmentsoperatesafely and securely throughout the Commonwealth and abide by Commission regulations. The Laboratory and Testing Analyst willmonitor,evaluateand analyze thecertificates of analysis,current statusof testing, cultivation,manufacturingand cannabis related research, includingon-site visits,completing regulatory compliance inspections,reviewingand assessing theprotocolsfor testingandcapacityof licensed Independent Testing Labs (ITLs) throughoutthe Commonwealth ofMassachusetts. *_ESSENTIAL FUNCTIONS AND RESPONSIBILITIES_* * Assist the Commission with regulations, protocols, and methodologiesregardingmarijuana testing, which includes, but is not limited to potency, pesticides, residual solvents, heavy metals, microbial, terpenes, and watercontent; * Collects data from the seed-to-sale tracking system and licensing database toidentifytesting parameters and relatedresults; * Completeregulatory compliance inspections forITLsbyconducting on-site and virtualinspections; * Conduct site visits at ITLsin order toevaluate their standard operating procedures,observetesting methodologies,write labreportsand inspect the licensed premises todeterminecompliance with stateregulations; * In cooperation with licensing and enforcement staff,monitorsand tracks the status of ITL licenses, certifications, and mandatoryrequirements; * Reviews marijuana establishments’testing relatedprocedures; * Assiststhe investigations and compliance team in reviewing and interpreting the certificates ofanalysis; * Conductsinvestigationsrelated to Independent Testing Laboratories and assiststhe investigations and compliance team intesting relatedinvestigations; * Implementstate of the arttechniques and approaches for collecting and analyzing testing and research relateddata; * Maintains thorough documentation by gathering,verifyingand reviewing information related to inspectionsand investigationspertaining totesting; * Drafts memoranda, inspectionand investigationsreportsthat areaccurateand factually sound, organized, and which alsoanalyzescomplex fact patterns that appropriatelyappliesthe relevant laws andregulations; * Ensuresthat all the relevant documentation is entered into the case managementsystem; * Reviewandauditall testingactivitieswhichincludesensuring that ITLs arecomplying withtheseed-to-sale system ofrecord; * Responds to rule violations,incidentsor complaints by issuing noticesofdeficiency; * Refers legal issues or regulatory interpretation disputes to Enforcement Counsel staff’s attention through a supervisor ina timelymanner; * Keepsaccuratespreadsheetsregardingassignedinspectionsandotherrelatedmattersand updates the case management systemregularly; * Performsrelateddutiessuchasattendingofficeordepartmentmeetings,administrativeorcourt hearings, ordepositions; * Respondstoand/orensuresthataresponseisprovidedinatimelyandappropriatemannerto inquiries from the publicregardingagency policies, procedures, laws, rules andregulations; * AssistsEnforcementDepartment during the suitability determination process, administrativehearingsand other enforcement actions whenassigned; * Partners with investigations and enforcement staff toidentifyregulatory concerns andmodifyprocedures for inspecting ITLs;and * Stay current with emerging practices and information related to best practices for marijuana testing. * Perform other related duties as assigned. * * OTHER DUTIES AND RESPONSIBILITIES * Maintain the highest standards of personal,professionaland ethical conduct and support the Commission’s goals for a diverse and culturally awareworkforce; * Collaborate with other state agencies, including, but not limited to, the Department of Agricultural Resources and the Department of Public Health to develop inspection and evaluation protocols. * Performs related duties as assigned. IV.KNOWLEDGE AND SKILLS * Excellent quantitative statisticalknowledge; * Advanced experience with at least one high-level statistical software program (R, SAS, Stata, SPSS etc.); * Ability towrite concisely,to express thoughts clearly and to develop ideas in logicalsequence; * Adept at presenting information inan accurateand conciseformat; * Ability to think critically andstrategically; * Ability to work independently, as well as withteams; * Abilitytooperateamotorvehicleandpossessesavalid Driver’sLicense from Massachusetts or anotherstate; * Ability to spend much of the workweek traveling to locations throughout theCommonwealth; * Approximately60-70% of the time is spent in the field, out of the office. * Commitment to the Commissions mission,standardsand goals;and * Ability to work inand travel to the Commission’s offices in Worcester and Boston V.EDUCATION AND EXPERIENCE * Bachelor’s degree in Environmental Science, Chemistry, Biochemistry, Toxicology, Biology, Data Science, or related field from an accredited institution of higher educationrequired; Advanced degreepreferred; * Minimum of 5-7 years of related work/graduate experiencein Environmental Science, Biochemistry or Toxicology, or relatedfield; * Experience in the cannabis regulatory environment and/or research; and * Solid background ininformationaltechnology and quantitative dataanalysis; * Experience working with people from diverse cultural and ethnic backgrounds. VI.SALARY RANGE:$74,000 - $93,000 Benefits Package: The Commission is pleased to offer a comprehensive benefits package to its employees. The specific components and eligibility may vary based upon position classification, hours worked per week and other variables. Therefore, specific benefits for this position may be discussed as part of the interview and offer process. This position is non-civil service. This position is an exempt position. The overall benefits availableinclude:paid vacation, sick and personal leave time, health, dental and vision insurance through the Commonwealth’s Group Insurance, and optional pre-tax Health Savings Account plans. In addition, the Commissionprovidesemployeesthe opportunity toelectlife insurance, long-term disability insurance, deferred compensation savings, tuition remission and pre-tax commuter account plans, along with other programs.
