Summary You will serve as the Installation Environmental Program Director (IEPD) in the Environmental Division of NAVFAC Southwest Naval Base San Diego. Responsibilities You will assign work to members based on priorities, consideration of difficulty and requirements of assignments, and capabilities. You will develop and present recommendations on environmental issues, such as Environmental Business Line administrative matters, environmental budgets, higher level environmental programs policy, and various region-wide responsibilities. You will provide advice, counsel, or provide guidance to employees on both work and administrative matters. You will report to the Public Works Officer regarding assignments, program objectives and customer requirements. Requirements Conditions of Employment Qualifications In addition to the Basic Requirements for this position, your resume must also demonstrate at least one year of Specialized experience at or equivalent to the GS-12 grade level or pay band in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following:1) Overseeing the environmental compliance and conservation program for an organization; 2) Reviewing military construction projects and operational/training programs to ensure regulatory compliance; and 3) Managing environmental programs by planning, scheduling, budgeting, and coordinating cost effective solutions. Education Applicants must meet the following positive education qualifications requirements of the Office of Personnel Management (OPM) Qualifications Standards Manual: Applicants must possess: Education Requirement for 0401 Series: Degree: biological sciences, agriculture, natural resource management, chemistry, or related disciplines appropriate to the position. OR Combination of education and experience: Courses equivalent to a major, as shown in A above, plus appropriate experience or additional education. Education Requirement for 1301 Series: Degree: physical science, engineering, or mathematics that included 24 semester hours in physical science and/or related engineering science such as mechanics, dynamics, properties of materials, and electronics. or Combination of education and experience -- education equivalent to one of the majors shown in A above that included at least 24 semester hours in physical science and/or related engineering science, plus appropriate experience or additional education.
