    Job Summary

    The Energy & Environment Associate Director is responsible for assisting in the management, coordination, and implementation of energy or environmental programs within the state of Arkansas. This position supports the development of policies of energy or environment programs. The Associate Director plays a key role in program oversight, resource management, data analysis, and stakeholder engagement. This position requires collaboration with stakeholders, including governmental bodies, the regulated community, and the public, to advance Arkansas’ energy or environmental goals while ensuring compliance with applicable rules.

    Primary Responsibilities

    Assist the Energy & Environment Deputy Director in managing the implementation and ongoing oversight of energy or environmental programs. Ensure the alignment of programs with applicable laws, state rules, federal regulations, and policy goals. Provide support in the development and refinement of policies related to energy or environment.

     

    Assist in the analysis of state and federal legislation that impacts energy or environmental initiatives. Monitor the compliance of energy or environmental programs with state laws and rules and federal laws and regulations. Conduct periodic assessments and audits of ongoing programs to ensure adherence department standards. Build and maintain relationships with key stakeholders, including governmental bodies, the regulated community, and the public. Facilitate collaboration to advance Arkansas’ energy and environmental objectives. Assist in managing the budget for energy or environmental programs, ensuring the efficient allocation of resources. Support the preparation and oversight of funding applications and grants. Collect and analyze data on program effectiveness. Prepare detailed reports and presentations for state leadership, policymakers, and external stakeholders. Support efforts to educate the public, businesses, and local governments about best practices. Assist in organizing and executing outreach campaigns, workshops, and training sessions. Provide leadership and direction to program staff, ensuring that team members are effectively supporting program goals. Foster a positive work environment that promotes collaboration and professional development. Performance of other duties as assigned.

     

    Knowledge and Skills

     

    Understanding of federal and state laws and regulations related to the applicable energy or environmental program.

     

    Strong skills in planning, organizing, and managing multiple projects to meet deadlines and budgetary constraints.

     

    Experience in supporting large-scale program implementation and monitoring.

     

    Ability to analyze related data, metrics, and program outcomes.

     

    Proficiency in preparing clear, detailed reports and presentations for both technical and non-technical audiences.

     

    Experience in working with a wide range of stakeholders, including governmental bodies, the regulated community, and the public.

     

    Strong interpersonal and relationship-building skills.

     

    Excellent written and oral communication skills, with the ability to effectively convey technical information and policy recommendations to diverse stakeholders, including governmental bodies, the regulated community, and the public.

     

    Ability to lead and supervise a team of professionals, providing guidance, training, and support to ensure high levels of performance and alignment with program goals.

     

    Ability to assess complex issues and develop practical, data-driven solutions to meet program objectives.

     

    Familiarity with managing budgets, grants, and funding allocations.

     

    Ability to oversee financial resources to ensure cost-effective program delivery.

    Minimum Qualifications

    A bachelor’s degree in environmental science, energy management, public administration, sustainability, or a related field. A master’s degree in a related field is preferred. At least 5 years of professional experience in energy management, environmental policy, or program management, with at least 2 years in a supervisory or leadership capacity.

     

    Licensure/Certifications

     

    N/A OTHER JOB RELATED EDUCATION AND/OR EXPERIENCE MAY BE SUBSTITUTED FOR ALL OR PART OF THESE BASIC REQUIREMENTS, EXCEPT FOR CERTIFICATION OR LICENSURE REQUIREMENTS, UPON APPROVAL OF THE QUALIFICATIONS REVIEW COMMITTEE.

    Preferred Qualifications

    + Knowledge and experience with SEEK database, including use and buildout

    + Knowledge and experience with ePortal database, including use and buildout

    + Excellent written and oral communication skills

    + Experience in supervising and leading teams

    + Familiarity with office fiscal and budget matters

    + Familiarity with state administrative processes, including procurement and document management

    + Experience coordinating implementation of contracts, policies, and procedures

    + Experience supporting fleet or facility operations

    + Experience working in a detail-oriented manner with strong problem-solving skills
