Job Summary
***Telework (https://mn.gov/mmb-stat/policies/1422-telework.pdf) Within Minnesota and flexible hours options are available. Employees that live 50 miles or less from their primary/principal work location and live within the State may telework more than 50% with approval. *** Employees may telework outside the state of Minnesota if they live in a state bordering Minnesota and live 50 miles or less from the primary/principal work location.
The Fiscal and Compliance Specialist provides leadership and technical expertise across the division as well as creating and maintaining fiscal compliance systems for Child Care Services contracts. This position analyzes information from a variety of sources on the status of fiscal compliance of division contractors which include both grant and professional/technical contracts and evaluate the impact of policy changes on financial integrity and compliance. Additionally, this position is a critical component to the Department of Children, Youth and Families (DCYF) focus on operational excellence aligning with the Governor’s priority to prevent and address fraudulent activity.
Responsibilities include:
+ Conduct reviews and analyses of division grant and Professional/Technical (P/T) applications, monitor grantee and contractor financial management performance.
+ Evaluate and improve systems and structures that support division grant and P/T contracts through the lifecycle of grant and P/T programs for efficiency and consistency.
+ Consult with division management, serving in an expert capacity to improve financial management, maximize resources to meet objectives, analyze needs, maintain financial and strategic activities to meet current projected needs.
+ Assist in the management of Child Care Services division wide business continuity strategies and plans.Plan and manage the business process before, during and after business disruptions for Child Care Services.Responsible for interacting with business continuity director, recovery director and content experts in Child Care Services business areas.
+ Support compliance activities such as risk assessment, planning and mitigation to ensure compliance with the CCDBG rule, fiscal records and management and prevention of state or federal audit findings.
Minimum Qualifications
Two (2) years of experience in grant management, project management, or program administration. Experience must include the following:
+ Strong understanding of core grants and contracts management standards and practices that include drafting and monitoring
+ Skilled at using MN Office Suite programs such as Word, Excel Power Point and Outlook.
+ Strong organizational, analytical and problem-solving skills
+ Excellent communication and collaboration abilities
+ Proficiency in grant reporting and compliance requirements
+ Interpersonal and human relations skills sufficient to establish effective working relationships with co-workers, management, staff at other state, federal, and county agencies, vendors, stakeholders, and customers.
Preferred Qualifications
+ BA in accounting, finance, public administration, or business administration with a concentration in accounting, finance or compliance
+ Strong human relations and communication skills; communicate clearly and professionally both verbally and in writing; respond openly to requests and concerns
+ Variety of experiences working effectively with others from different backgrounds and cultures.
